TL-Script: Internationalization for Structured Texts

I18NStructuredText TLScript

In TL-Script simple texts can be translated or converted into a tl:ResKey with translate and internationalize.

With these commands also structured texts (tl:StructuredText) shall be translated or converted into a tl:I18NStructuredText.

Furthermore, inversely to internationalize, there shall be a command localize to get the value for a specific language from a tl:ResKey or tl:I18NStructuredText.
