TL Views: no supported way for a server-side background source (a bus listener) to push a channel value into a view; only <start-job> does it through internal API

Design System: column selection of the React table – grouping as one select, checkbox first, visible and hidden columns apart
Follows #29821 (wave 3b), found in its visual check. Decided by Hendrik on 12.10.2026; the decision is in the design system package, docs/skalen.md, section "Die Spaltenwahl neu".
Problem
The column selection dialog of the React table reads backwards. Each row shows a drag handle, then a layers icon "group by this column", only then the checkbox, then the name.
- The checkbox is the first thing a user looks for but stands third.
- Every one of the up to 54 rows carries a drag handle, also hidden columns, whose order nobody sees.
- The grouping icon stands in every row for a choice only one column can have, and does not say what it does.
Solution
- **Grouping is one select above the list:** "Group by: None / column …", once instead of per row. The layers icon leaves the list.
- **A row is checkbox plus name** (tl-choice, the whole row toggles). The drag handle stands at the right end and shows on hover or focus only; Alt + arrow keeps working.
- **Two sections:** "Visible" in table order, reorderable; "Hidden" in alphabetical order, without handles. Checking a column moves it up, unchecking it moves it down.
Before building: short spec in the package, plan review by a fresh agent, consolidation check against tl-reorder-list (column selection, value list, select chips).
Migration
The state of ReactColumnSelectControl changes (grouping is one value instead of a flag per entry). Applications that only open the dialog are not affected.
