Weak model constraints

Constraint InAppDevelopment MetaModel

It should be possible to mark failed model constraints(#10091) as "Error", "Warning" or "Information". Only checks with the label "Error" shall prevent a commit that violates them. Other checks should only be interpreted as GUI rules. Only "Error" constraints shall prevent an editor from being saved. "Warning" and "Information" should only be displayed and confirmed by the user.
