Administration Update

In order to be able to update external libraries more easily and quickly in the future, a configuration for Renovate Bot has been added.

Occasionally cases are overlooked for various reasons, e.g. CVE-2025-7962 in org.eclipse.angus:smtp 2.0.3.

An attempt is made to create a configuration that takes such indirect dependencies into account.
