I18N Monitoring

In the Administration : Monitor : Monitor view, under the Storage section, the values are displayed in the locale of the server on which the application is running, rather than using the user's locale.

Expected Behavior

The values should be displayed in the user's locale.

Test

In the Top-Logic Demo application, change the country for the root user to UK and the language to English, then log in again.
- Expectation: In Administration : Monitor : Monitor, in the Storage section, the thousands are separated by commas.
In the Top-Logic demo application, change the country from " root " to Germany and the language to German, then log in again.
- Expected result: In Administration > Monitor > Monitor, in the " Storage " section, the thousands are separated by a period (.).
