Update Maven Sources plugin to version 3.3.0

ApplicationStartup BuildProcess Eclipse IDE Maven

Eclipse 2022-09 at the latest no longer works with Maven projects that use the default version of the Resources plugin. The effect is that no more resources are copied to the class path in such a project.

The effect is that TopLogic no longer starts if the complete framework is in the workspace (because the bootstrap module cannot find the default web xml and therefore does not start the application - but without any error message).
