Update Maven Sources plugin to version 3.3.0

ApplicationStartup Build Eclipse IDE Maven

Eclipse 2022-09 at the latest no longer works with Maven projects that use the default version of the Resources plug-in. The effect is that in such a project no resources are copied to the class path at all anymore.

The effect is that TopLogic does not start anymore when the complete framework is in the workspace (because the bootstrap module cannot find the default web xml and therefore does not start the application - but without any error message).
