Command release service: exception rule does not work

If you define an executability rule in the Command Approval Service (e.g., for type and command group), you can declare additional exceptions for which this check should not be performed.

One possible exception rule is to specify a component; that is, all commands of the specified component are exempt from the check.

Problem

This exception rule does not work. Only when the command ID is also specified is the specified command actually excluded from the check.

Intended

It should be possible to exclude all commands of a given component from the check simply by specifying the component (as documented in the help text for the selection field).
