Items in dropdowns disappear when hovering

DropDown Tooltip

After a change by ticket #27448, items disappear from dropdowns when hovering the mouse over them. Items that do not have a tooltip are affected.

Test

Open a dropdown that contains items without a tooltip, then move the mouse over the item. The item should still be displayed in the list.

A DropDown with many such items is located under **Administration > Development > Layout Editor**, then right click on edit and scroll down to the **Components** section.

The dropdown "Components..." contains among others the item "Output Component" without tooltip. You can see it in the following screenshot.
