Allow to disable SafeHTML

HTML

SafeHTML prevents the generation of some HTML tags. The service cannot be disabled, because then the system will not start, because dependencies are not prepared for the service not being available.

Disabling the service is not recommended, but at best used as a workaround for the fact that no general XML can currently be generated via TLScript (but only XML whose tags are allowed by SafeHTML).

Test

Deactivate the SafeHTML service in the application configuration. The application must still start and work normally.
