Environment variables are not displayed for non-administrators

Data migration

Under "Administration > Monitor > Environment variables" the environment variables of the application are displayed.

But this is only for "administrators" like root.

Test

Give the role "User" under "Administration > Permissions > Role Profiles" the read permission to the node "Administration > Monitor > Environment Variables".
Log in as non-root user.
- Expectation: The "Administration > Monitor > Environment Variables" view can be displayed.

Data migration

The permissions under "Administration > Permissions > Role Profiles" for the "Administration > Monitor > Environment Variables" node must be reset.
