Duplicate tooltips on sidebar buttons

SidebarLayout Tooltip

There were sometimes two tooltips on the sidebar buttons: one for the entire button itself (if a tooltip existed for it) and one for the image associated with the button, which was the button's label. Now there is only one tooltip, namely that of the button itself. If no tooltip exists, the label of the button is used. This tooltip applies to the entire button.

Testing

Start the application and check the tooltips in the sidebar. There must be no tooltip for the icon. This should be tested in both theme versions - sidebar and not sidebar. The reason is that the changed code also affects the buttons of the toolbar view.
