If a component cannot be deleted because other components still refer to it, you receive the error message "Component could not be removed because other components that cannot be deleted have references to this component". This is of no use at all, as it is not stated which components still contain references. If you have not exported the layouts to the development environment, you have no chance of finding the problem.

Test

Delete the dependent component in the layout, check the error message.
