OpenID: Configuration of `scope` and `acr_values` via config variables

OpenId

By integrating the predefined config templates in pac4j, the values for scope and acr_values should be able to be set via config variables. In addition, there should be no forced connection between LDAP and OpenID by default - all created users should be able to be authenticated via OpenID.
