Design System: a panel's toolbar sticks to the title instead of standing at the end of the title bar

Regression of #29870 (design system wave 4c, merged with !1911).

Problem

In a panel whose title bar carries a collapsible toolbar (for example "Demo-Objekte" in tl-demo-react: "Beispiele erzeugen", "Neu", "Bearbeiten", "Löschen", "Export"), the toolbar stands directly after the title instead of at the end of the title bar, as it did before.

Cause: wave 4c added the rule "yield" to titlebar.css of the design system package: when the toolbar can overflow (data-tl-overflow), .tl-titlebar__actions takes the whole rest of the bar (flex: 1 1 0), so that the toolbar gives way before the title is cut. Inside that area the toolbar sits at the start.

Solution

The actions area of a title bar with a collapsible toolbar puts the toolbar at its end (justify-content: flex-end). The yielding behaviour stays: the toolbar still shrinks to its overflow button before the title is cut. A test in the package pins the rule; the engine gets the published, sealed copy.
