XML import: <set-translation> stores an empty text and needs a bound language

Observed with 8.0.0-alpha11 (follow-up of #29795) in the ETS import of E-Home (haumacher/ehome, doc/tl-todo.md).

An empty XML attribute is stored as an empty translation. ETS writes Text="" for most parameters and communication objects; the import must leave the attribute unset there. Reproduction: <set-translation name="text" xml-attribute="Text" language-var="language" fill-fallback="true"/> on <P Text=""/> sets text to a literal key with "" for the language and the fallback language.

Without a language in the variable, the text is dropped with ERROR_NO_LANGUAGE. Input files that name no language (here: the KNX master data) should file the text under a default language (e.g. the fallback language). <with-var> binds only an XML attribute and has no default value.

Wanted: an option of <set-translation> to skip empty values, and a default language (on <set-translation>) or a default value of <with-var>.

Workaround in E-Home: an own handler <i18n-property>.

Lösung

Empty values are skipped: <set-translation> (ResKeyUpdate) leaves the property unchanged if the XML attribute (or the element text) is empty or consists of whitespace only - neither the language nor (with fill-fallback) the fallback language receives a text. An empty translation is never useful, so this is the behavior without an option.
default-language: a language tag used if language-attribute or language-var yields no value (attribute or variable missing or empty). Example: <set-translation name="text" xml-attribute="Text" language-var="language" default-language="en"/>. It is a configuration error together with the fixed language. An invalid language value in the input is still reported.
<with-var> stays unchanged: without the attribute, an enclosing binding of the variable stays in effect; a default value there would compete with that.
