Buttons to reset the form

FormEditor

Currently it is only possible to undo changes in a form in a roundabout way.

The form currently being edited in the form editor should be able to be reset to the last persistent state. This functionality shall be put into the burger menu. This should get another button, so that a form can also be deleted completely. Generally empty forms shall be saved as non-existing forms.

At the same time it should be ensured that all previous places where such a form is used can handle deleted (not empty!) forms.
