Error when running tests in a build reactor via Maven

If you run tests in multiple modules one after another from the command line (using a Reactor project such as tl-parent-all), this may fail (depending on the Maven version?). In this case, the dependencies between the projects being built and tested together are not synchronized via the local repository, but rather via direct references in the dependencies’ `target/` folder. However, the `tl:resolve ` goal cannot handle this and throws a ` ProviderNotFoundException `.

Surprisingly, this situation also occurs exactly when building and testing the engine on Jenkins, but does not result in an error there.

Test

Create two app modules that depend on each other.
Create a reactor module that builds both modules.
Execute ` mvn test -DskipTests=false ` in the reactor module.
