LayoutFramework

If a layout file has a "legacy" overlay (untyped) and also a typed overlay in a derived project, the typed overlay cannot be applied.

There should be feedback (at least a warning in the log) indicating that this overlay cannot be applied.

Improvement

During the implementation of this ticket, it was noticed that no overlays are applied at all once a failure is detected. For example, when attempting to use an argument overlay after a component overlay. This is incorrect. After a component overlay has been executed, only argument overlays should not be applied; however, additional component overlays can still be used.
