Introduce "commons" classifier for in-app implementations.

InAppDevelopment Migration

Classifiers can be specified for in-app implementations. When this is done, they can be found specifically when using "tl:InAppImplementations."

Implementations classified in this way are then not displayed in places that do not require classifiers.

Specifically for command implementations, an additional classifier, “commons,” will be introduced to select implementations that can be usefully applied to all components. This is necessary because, in other contexts, only very specific commands can be selected—commands that are nevertheless also generally applicable.

Code Migration

For in-app implementations of `tl:CommandHandler` where a classifier is set and which are also generally useful, the additional classifier “commons” must be set.
For uses of "acceptable-classifiers" where a classifier is set and generally useful implementations are to be used, the additional "commons" classifier must be set.
