Configuration format for TLClassifier

Configuration ModelSystem

There is a `tl:FastListElementFormat`—which, absurdly, is located in `tl-scripting-template`—and, just as absurdly, the Classifier only reads it based on its labels in any language.

Improvement

Generalize this format so that it can be read either by label or technical name, optionally case-insensitively, and so that the Classifier uses a configurable classification scheme.
