TL-Doc: At startup the pages from the workspace are not loaded

Documentation

Normally, TL-Doc pages that are modified in the Workspace should be loaded the next time TL-Doc starts up, overwriting the existing pages. However, this functionality is currently disabled to prevent changes made in the TL-Doc app from being overwritten. Instead, changes from the Workspace should take priority (for page versioning, among other things), and in the long term, it should not be possible to edit these pages in TL-Doc at all.

Improvement

The tl:ImportDocumentationModule$Module is no longer disabled in TL-Doc.

Test

Start the application and use the "Import from Development Environment" command to load TL pages from the workspace. Then stop the application and edit one of the imported pages from com.top_logic.model.search directly in the workspace. Restart the application and verify that the changes are visible there.
